Boston Pacific has produced several widely distributed and respected policy reports and articles. We prepared the Still Waters Run Deep report which examined price volatility in short-term electricity markets and the implications of that research for FERC's Standard Market Design. Boston Pacific produced a report on trends in electricity prices during the emerging competitive regime from 1980 to 2001 entitled Assessing the "Good Old Days" of Cost-Plus Regulation. This report was recently updated to include 2002 data. In 2003, Boston Pacific also published an article in the Electricity Journal entitled The Case for Competition in the U.S. Electricity Business, which was a substantive argument aimed at policymakers for staying the course on competitive reform. Also, we prepared a report entitled Getting the Best Deal for Electric Utility Customers, which is a guide to designing, implementing and monitoring competitive solicitations in the electricity business. In our role as market monitor for SPP, we prepared a report for the SPP Board of Directors entitled An Assessment of Price Volatility in Recent Deployment Tests for the SPP EIS Market. In addition, we are regularly asked to speak at conferences to diverse groups on a wide range of topics affecting the electricity industry. For example, we have spoken in front of the Electric Power Supply Association, the Energy Bar Association, the National Governors' Association, and the National Electrical Manufacturers Association on topics ranging from competitive solicitations and market monitoring to reliability and market design. Further, Boston Pacific has often been invited to appear on technical panels by the FERC on policy issues such as competitive restructuring and market power measurement and mitigation. Our policy work extends to global power markets, too. When 20 major American companies sought advisors to explain the global power business to Congress, and to document the impact and importance of the Ex-Im Bank and OPIC to America's role in that business, they chose Boston Pacific. The result was our 1997 White Paper entitled Competing for Global Power Projects. The White Paper is a detailed look at the role of the Ex-Im Bank and OPIC in the global electric power business and includes both an assessment of power markets in developing countries as well as a comparison of trade finance programs from the key developed countries.
