Craig R. Roach, PhD.
President

Craig has over thirty years of experience with investments in, litigation concerning, and public policy for the electricity and natural gas businesses. He is a nationally recognized expert on the electricity business as documented by his service as an expert witness throughout North America; he has testified or submitted comments to twenty three State Commissions, three Canadian Provincial Commissions, and to the FERC in more than thirty proceedings.

Craig also has extensive experience with power project investments as a financial advisor across the U.S. and in two dozen countries around the world.

Craig holds a Ph.D. in Economics from the University of Wisconsin. He currently serves on the Advisory Board to Wisconsin’s Department of Economics.


Miguel Campo
Managing Director

Miguel has over fifteen years of private sector experience with companies in the energy and financial service sectors.

Miguel’s business and investment expertise with energy projects in the U.S. and abroad includes providing investment management advice for a portfolio of hydro electric projects, managing the competitive process that resulted in the selection of the first alternative energy power project in the U.S. Virgin Islands, and assessing the feasibility of geothermal generation for a leading power company in Colombia.

Miguel currently leads Boston Pacific’s efforts as a Market and Financial Advisor to the Department of Energy’s (DOE) loan guarantee program. For the past two years, Miguel has managed Boston Pacific’s role as the Procurement Monitor for the Illinois procurements of energy, capacity and RECs, as well as playing a central role in advising the Public Utility Commission of Texas on the acquisition of TXU Corporation by private equity investors.

Prior to joining Boston Pacific, Miguel was an Investment Director at PPL Corporation’s business development subsidiary. At PPL, he led strategic, financial investment, and operational initiatives for a $600 million portfolio of energy companies across Latin America, Spain, and Portugal; he also served on several Boards for local energy companies across Latin America. Prior to working for PPL, Miguel worked for Booz Allen Hamilton and Accenture.

Miguel received an MBA from the Columbia Business School and holds a BS in Industrial Engineering also from Columbia University.


Frank Mossburg
Managing Director

Frank has a wide body of knowledge regarding procurements of all styles. Currently, he is heavily involved in our monitoring engagements for the PacifiCorp 2012, 2008 All Source and 2008R-1 RFPs for unit-contingent base, intermediate and renewable resources in Oregon. For these engagements he participates in all bid phases, including RFP design, bid evaluation, technical analysis, bidder qualification, and process improvement. He has reviewed detailed cost buildups for many types on generating technologies, including IGCC projects, and has testified before the Minnesota Public Utilities Commission regarding costs of new generation and potential futures emission compliance costs.

Frank currently manages Boston Pacific’s monitoring of Standard Offer Service procurements in Delaware, New Jersey, Maryland, Pennsylvania, Ohio and the District of Columbia. He has formally and informally appeared before Commissions and Commission Staff to explain procurement results and make recommendations concerning RFP design.

Frank received his MBA from the University of Virginia’s Darden Business School and holds a BS in Economics, with a concentration in Finance, from the University of Pennsylvania’s Wharton School.
