— Designed and managed a highly
tailored procurement process to procure
alternative energy power to address the
need for isolated power markets to shift
away from oil-fired generation. The RFP
attracted proposals from a range of renewable
technologies including wind, solar photovoltaic,
geothermal, and ocean thermal (OTEC).
PacifiCorp
RFPs — Served
the Oregon Commission as the Independent
Evaluator for four RFPs from PacifiCorp, including the 2008 All Source RFP, and
the 2008 R-1 and 2009R Renewables RFPs.
We reviewed and analyzed detailed bids from
a variety of sources and monitored contract
negotiations.

process helping the Public Service Company
of Oklahoma run a successful RFP resulting
in a contract with the winning bidder for
a sale of 520 MW for nearly 10 years.

Procurement Design and Management
Boston Pacific’s unmatched experience monitoring unit
contingent and competitive procurement processes gives us
first-hand exposure to the full range of tasks that must be
present in a successful auction or procurement. We are prepared
to advise our client in all the steps of a procurement process
including RFP design, contract development, definition of
credit requirements, RFP promotion, management of the RFP
process, detailed and independent bid evaluation, and contract
negotiations.
We often are the Independent Evaluator for these procurements.
In this role we provide assessments of RFP design and whether
the RFP is transparent, fair, in compliance with regulations,
and will lead to a positive result. In addition, we review
key documents and communication protocols, monitor information
dissemination, author multiple reports on the solicitation’s
status, key issues, and results, and participate in informational
and procedural meetings. On the technical side, our tasks
include reviewing the outputs of cost models, asset valuation
models and full production cost simulations, and evaluating
bids for an initial and final shortlist.
