Jersey’s Basic Generation Service
Auctions — Served as the
Commission’s consultant for the annual
BGS Auction, the best-known and one of the
largest full requirements auctions in the
country. This annually procures one-third
of the electric supply for New Jersey’s
residential and small commercial and industrial
customers and 100% of the electric supply
for the State’s larger commercial
and industrial customers.

Illinois
2010 RFPs — Served as the
Commission’s advisor for the annual
ComEd and Ameren RFPs, two of the largest
sealed bid RFPs.
FirstEnergy
Ohio’s Auction in 2009
— Advised the Ohio Commission for
FirstEnergy’s 2009 Auction for Standard
Service Offer supply. The auction, which
secured around 11,500 MW, was a major step
in the transition of Ohio's competitive

Full Requirements Procurements
Boston Pacific is the monitor of choice
for nearly all of the major full requirements solicitations
in PJM and MISO. We have years of hands-on experience
in helping procure full requirements (also known as Standard
Offer or Basic Generation Service) supply in many different
regions via many different methods.
In total, Boston Pacific has monitored or managed the procurement
of around 100,000 MW of full requirements supply resulting
in billions of dollars of successful purchases. Our work has
included:
- All utilities in Maryland’s
SOS RFPs from 2004 through 2006 and again in 2010
- The District of Columbia‘s
2005 through 2010 SOS RFPs
- Delaware’s 2007 through
2010 SOS RFPs
- New Jersey’s 2007, 2008,
2009, and 2010 Basic Generation Service Auctions
- The Illinois Commerce Commission’s
2006 Auction and 2008, 2009, and 2010 RFPs
- FirstEnergy Ohio’s 2009
Auction
- Allegheny Power’s current
RFP in its Pennsylvania service territory and
- Delmarva
Power's 2007 Virginia RFP
These engagements reflect different markets (Eastern PJM,
Western PJM and MISO) and a range of procurement methods,
from the descending clock auctions in New Jersey, Ohio, and
Illinois (2006) to the sealed-offer pay-as-bid solicitations
of Pennsylvania, the District of Columbia, Maryland, and Illinois
(from 2008 on), to the multi-round timed auction currently
used in Delaware.
