Monitoring RTO Markets

Since 2004, Boston Pacific has served as the Independent Market Consultant to the SPP RTO, which encompasses over 62,000 MW of generation capacity, 47,000 miles of transmission lines and approximately 5 million customers across nine states. In that role, we have assisted in the design and implementation of a real time locational marginal pricing energy market. This market came on-line in February of 2007 and has operated successfully since then. We also have designed the market power mitigation methods and market monitoring processes for both the energy and transmission markets.

Boston Pacific has produced the first three monthly reports and the first quarterly report for this new market, has provided extensive analysis to assess the cause or causes of price volatility, and has produced five State of the Market Reports (2004-2008). Boston Pacific acted as an external advisor for the 2009 State of the Market Report. All of our work for SPP is high profile in nature as it is presented to the SPP Board of Directors and vetted by dozens of market participants.
